Carrolyn Bostick-Jeter

Carrolyn J. Bostick-Jeter serves as the Director of Human Capital Strategy & Planning for the U.S. Internal Revenue Service. In this role she is responsible for human resources strategy and reporting, research, governance, project management, enterprise workforce and succession planning.

Previously she served as the Director of Human Capital Policy & Compliance. In this role, she provided executive leadership over the development and oversight of human resources policies for the Service. She was also responsible for risk management and audit readiness and coordination for human capital programs. She led the COVID-19 policy development, coordination, and communication program for the Service.

She served as the Director of Worklife, Benefits and Performance in the Human Capital Office of the U.S. Internal Revenue Service. In that role, she provided executive leadership in the design, development, implementation, and delivery of comprehensive Service-wide personnel programs for the IRS. These programs include workforce planning and workforce restructuring, awards, compensation and leave, performance management, human capital research, retirement, worklife benefits, recognition and leave share, worker’s compensation and telework. Throughout her career, Carrolyn has served in progressively complex leadership roles in both the public and private sectors. In her previous position, she served as the Deputy Chief Human Capital Officer, U.S. Department of the Treasury. In this critical role, she served as a mission-focused advisor and strategic partner leading a team engaged in delivering excellent customer service across the full spectrum of human capital management programs and the Treasury executive champion for the Integrated Talent Management system implementation.

She was the Vice President and Chief Human Resources Officer for Howard University and Howard University Hospital. Prior to Howard University, Ms. Bostick-Jeter served as the Assistant Administrator for Human Resource Management and Chief Human Resources Officer for the U.S. Federal Aviation Administration. There, she restructured the HR organization and transformed it from a tactical, decentralized operation to a strategic human capital organization. She led the development of the agency’s first pay-for-performance strategy for non-union employees and managed the team that improved the process for hiring air traffic controllers on a national basis and led the labor relations strategy for the agency.

Prior to FAA, Ms. Bostick-Jeter was the Vice President of Human Resources and Talent Management for Intelsat Corporation, the leading provider of fixed satellite services. There she led HR oversight, worldwide. As an expert in human resources operations, she transformed the HR organization from a reactive to a proactive business solutions environment and led the development of a comprehensive global leadership development initiative that was noted as a “best-in-class” strategy for international leadership development by Corporate Leadership Council. She directed and led the development of two corporate universities at FAA and Intelsat.

She is a mentor for African American women preparing for senior leadership roles, by sharing her wealth of experiences to guide mentees in navigating corporate dynamics, building networks, and leading with integrity and diversity.

Ms. Bostick-Jeter received her MA from Howard University in Washington DC, and her BA from Ambassador College in Pasadena, California.

She is a member of Zeta Phi Beta Sorority, Incorporated, an international organization, whose mission is foster the ideals of scholarship, service, and charity.
